As revealed by the survey of EntGroup Inc., the output of animations in China maintained continuous, stable and fast growth in 2000-2010. China produced 4,689 minutes of animations in 2000 and 21,819 minutes of animations in 2004, 4.6 folds as much as that in 2000. On April 20, 2004, SARFT introduced a new policy for supporting animation industry. As a result, the production of domestic animations entered a period of explosive growth. The output quickly soared from 20,000min in 2004 to 40,000min, 80,000min and 100,000min. The output of animations reached 101,900min in 2007, still maintained a momentum of high growth in 2008 and 2009, set a record of 171,816min in 2009 and broke the record and reached 220,529min in 2010. In 2009, the government put forth the Plan on Reinvigoration of the Cultural Industry as well as supporting policies and measures. The Plan on Reinvigoration of the Cultural Industry clearly specifies great support shall be given to the fast development of cultural industry including animation industry. Chinese animation products will continue to maintain a trend of fast growth.

In 2010, 21 Chinese provinces and CCTV produced finished domestic TV animations. The top five provinces in animation creation and production quantity were Jiangsu, Zhejiang, Guangdong, Liaoning and Beijing.

The significant growth of the production and transaction volume of domestic animations has further enriched the program sources of the TV channels at all levels in China, satisfied the need of numerous audience, juvenile audience in particular and also provided a solid foundation for animation enterprises’ establishment of animation brands and completion of accumulation of capital, talents, knowledge and technology. Meanwhile, the creation level and artistic quality of domestic animations are also improved continuously along with the increase of animation output. Some excellent domestic animations have gained great popularity among audience. In 2010, SARFT recommended 81 excellent domestic animations to the TV broadcasting institutions in China.
